South Coast Water District, California – Smart Meter Expansion
Scope
Over 6,000 locations serviced across residential and commercial properties.
Challenges Addressed
SCWD’s system used aging direct-read and AMR meters that couldn’t transmit data remotely. Instead of replacing them, SCWD needed a retrofit solution to integrate these legacy meters into a new AMI network—quickly, cost-effectively, and without disrupting service.
Solutions Implemented
Badger LTE cellular endpoints installed across over 6,000 locations, enabling real-time data transmission without the need for fixed infrastructure. Completed more than a month ahead of schedule, accelerating SCWD’s transition to full AMI operations.
Impact
Successful early completion, leading to additional contracts and projects with SCWD.
Expanding Access to Smarter Water Systems
Water utilities across the U.S. are navigating complex challenges—aging infrastructure, rising regulatory demands, and the growing call for transparency and conservation. South Coast Water District (SCWD), which serves a diverse coastal area in Southern California, took decisive action by investing in smart metering to modernize its operations and improve customer service.
To lead this transition, SCWD partnered with Phoenix Water Solutions (PWS) for a full-scale advanced metering infrastructure (AMI) rollout. The project aimed to install over 6,000 smart endpoints while enhancing leak detection, streamlining operations, and improving system visibility—without interrupting service or inconveniencing customers.
The Challenge
This deployment stood out for its complexity and strategic urgency. Key challenges included:
Variable Cellular Coverage
The project area included coastlines, hillsides, and dense commercial zones—each presenting unique conditions for cellular communication. Since endpoint placement was fixed through existing meter lids, reliable transmission depended entirely on the strength and coverage of the cellular technology itself—not on custom positioning or strategic placement.
Aggressive Timeline
SCWD aimed for rapid deployment to align with internal reporting goals and external funding windows. On-time execution was critical.
Customer Experience
Maintaining a smooth, disruption-free experience for customers during installation was a top priority.
Strategic Deployment with Advanced Technology
PWS delivered a turnkey AMI solution by combining field expertise with advanced software and system integration capabilities.
Badger Cellular AMI System
Badger’s fully cellular architecture eliminated the need for fixed infrastructure—a significant advantage in SCWD’s varied terrain. This reduced cost and accelerated deployment.
Pre-Deployment Signal Testing & Endpoint Mapping
Using handheld devices and survey tools, PWS performed signal mapping to identify optimal endpoint locations. This ensured reliable connectivity and uninterrupted data flow from day one.
GIS-Integrated Field Operations
Crews used GIS-based routing plans for efficient site visits, supported by real-time mobile coordination tools to track installation progress and minimize delays. Resident notifications were delivered in advance to ensure transparency and build trust.
Platform Onboarding & Software Training
SCWD was fully onboarded onto Badger’s BEACON® AMA platform, which provides real-time consumption data, leak alerts, and system analytics. PWS provided tailored training to SCWD’s operations and billing teams to ensure full adoption of the platform’s capabilities.
Ahead of Schedule, Ahead of the Curve
The project delivered outstanding results across all benchmarks:
✅ Over 5,000 AMI devices installed—completed more than one month ahead of schedule
✅ Full adoption of BEACON® AMA platform by SCWD teams
✅ Low volume of customer complaints due to effective communication and planning
✅ New operational tools for leak detection, pressure monitoring, and real-time consumption tracking
✅ SCWD awarded additional contracts to PWS for expanded metering and ongoing support
Setting a New Standard for AMI Deployments
SCWD’s successful AMI deployment serves as a model for similar-sized utilities aiming to modernize without the burden of large infrastructure overhauls. Key benefits include:
Operational Efficiency
Reduced field visits and eliminated manual meter reads
Sustainability
Faster leak detection supports conservation and reduces waste
Customer Confidence
Enhanced billing accuracy and water usage visibility
Cost Effectiveness
No fixed network infrastructure, minimizing long-term maintenance
“PWS delivered not just on the installation—but on the promise of smarter infrastructure, clearer data, and reliable support,” said an SCWD project lead.
A Partnership Built for the Future
The momentum from this successful deployment has led SCWD and PWS to collaborate on future initiatives such as:
AMI expansion in new developments
Predictive analytics for proactive maintenance
Customer portals for conservation education
Valve condition assessments and pipe health monitoring
With a strong foundation in place, SCWD is well-equipped to scale smart water technologies and meet the evolving expectations of customers and regulators alike.
Smart Metering as a Catalyst for Sustainable Change
This project highlights how the right mix of field expertise, software integration, and strategic planning can unlock meaningful infrastructure transformation. By delivering early and exceeding expectations, Phoenix Water Solutions has proven its ability to lead utilities into a smarter, more sustainable future.
